Add to the suppression list

POSThttps://api.joinotify.com/suppressions

Adds a phone or BSUID with the manual reason. If the identity is already listed, nothing changes and the existing row comes back, with its original reason. It does not change any contact's consent.

An API key limited to some numbers gets 403: the suppression list belongs to the whole account.
