Resend recipients with no answer

POSThttps://api.joinotify.com/broadcasts/{id}/resend-unknown

unknown recipients are sends Meta never answered. They are not retried on their own: the person may already have received it. This call puts them back in the queue — which is why it requires confirm: true. A completed campaign goes back to running.
