Renames the key, changes which numbers it reaches and what it may do, without changing the secret — no integration has to be updated, and the new reach applies from the next request.

allowedPhoneNumberIds and permissions replace the whole list; an empty list goes back to every number / every route, and omitting the field leaves it alone. Send at least one field.

A connected site's key keeps the permissions the plugin uses: changing its permissions answers 409 key_kind_locked (renaming still works). A revoked key answers 409 key_revoked.
