Record an opt-in
POST/contacts/:id/opt-in
Records marketing consent, with the evidence of how it was obtained. Takes the contact
off the suppression list only when the reason was an earlier opt-out. Fires
contact.opted_in.
An API key limited to some numbers gets 403: this operation covers the whole base.
