Upload a header sample

Uploads the sample file for a template header and returns the handle to use in POST /templates.

Meta limits: JPEG/PNG image up to 5 MB, MP4/3GPP video up to 16 MB, PDF document up to 20 MB. We check before spending the upload bandwidth.
